Police Allegedly Gun Down ‘NPP Members’ During Operation To Find Robbers, Cop Killers

Family and friends of some seven men killed in an alleged gunfight with police on Tuesday say the armed policemen killed innocent men, not armed robbers.

The Police in Ashanti Region on Tuesday killed the seven men during an operation to clamp down on robberies in Manso, a town in the region.

However, less than 24 hours after the incident, close friends and family of the deceased have come forward to say there may have been a case of mistaken identities.

The Police are set to address the public on the incident later Wednesday.

Municipal Chief Executive (MCE) of Asokore Mampong, where some of the victims lived, said, “I know three out of the seven…they are NPP [New Patriotic Party] sympathisers and I know them personally.”

He told Joy FM’s Super Morning Show host, Daniel Dadzie on Wednesday, “Yesterday will be the day I will never forget in my life,” lamenting that none of the three he knows personally have any criminal records.

The seven victims were gunned down on Tuesday afternoon by a team of policemen from the Ashanti Regional Police SWAT Unit at Poano near Anhwiakwanta on the Kumasi-Obuasi road.

The police say the suspected robbers, who were wielding guns, allegedly belong to a gang who killed one Lance Corporal Daniel Tieku of the SWAT Unit, last week (June 11, 2018) during a robbery operation.

Joy News’ Erastus Asare Donkor says his sources within the police say the suspected armed robbers attempted to open fire on the police as they approached them. However, they were outsmarted and the well-armed police, who had mounted surveillance on the robbers, shot and killed them in the process.

The blood-soaked bodies of the deceased have been sent to the morgue for autopsy.

Mistaken identity

Erastus said on the Super Morning Show Wednesday that family members he has interacted with insist their kinsmen killed by police were not robbers.

“We have families of these people calling and telling us that these people are not robbers, but many of them are New Patriotic Party assigns. In fact, one of them, Musa Seidu, popularly known as Baba Nkande, is the Area Coordinator for the NPP in the Sabun Zongo area,” Erastus explains.

Meanwhile, the MCE Alhaji Alidu Seidu, wants the police to clarify the circumstances leading to the killings.

“These are people that I can never point a single finger at them to say that they have been involved in any act of armed robbery. So it took me by surprise…not me alone, it is throughout the community. Everybody is so [surprised] by the way the thing has unfolded but here we are,” said the MCE.

He has vowed to seek clarity on the incident from the Police.

I Goofed – Kweku Baako Apologizes Over Anas/BBC Collaboration

Editor-in-Chief of the New Crusading Guide newspaper has apologised for claiming that Anas Aremeyaw Anas’ latest work was a collaboration between him and the British Broadcasting Corporation (BBC).

Mr Baako had earlier stated that the latest investigative piece by Anas was a joint cooperative piece between Tiger Eye PI and the BBC.

However, the BBC denied his claims in a statement indicating that “Contrary to any reports or rumours you may have heard or seen prior to publication, stating ‘Number 12’ was a product of a collaborative work by the BBC and the journalist (Anas Aremeyaw Anas), this was not the case. The BBC documentary, ‘Betraying the Game”, broadcast after “Number 12” was first put into the public domain, was an independent and impartial work and a report about Mr. Anas’ investigation.

The BBC played no part whatsoever in his investigation and has never sought to suggest otherwise. Mr Anas is not a BBC journalist; we did not work with him during his investigation or commission him to carry out this investigation” the statement said.

But speaking on Accra-based radio, Peace FM as monitored by Adomonline.com, Mr Baako indicated that he made the comment at the time because he assumed the people Anas involved in the investigations were still with the BBC.

I had said so publicly that it was a joint project . . . why I said so was because the people who were dealing with Anas; three of them, I know for the last 30 to 40 years, were BBC people. Apparently, they’ve left BBC but they’re part of the technical team. They came to me, I dealt with them on so many things.

“So I was wrong and that is why the BBC made Anas go on air to clear the misconception. This Sulemana stuff is belated because already Anas had cleared the air,” he said.

The Editor-in-Chief, however, said he accepts responsibility for what he describes as a misrepresentation.

I accept responsibility for what I put out there and if people got deceived I apologize. I said so because I thought it was the truth I was putting out . . . whatever it is, Kweku Baako takes full responsibility for that misrepresentation or misinformation I put out there, and I sincerely apologize” he added.

UGMC Will Not Be Like Korle-Bu – IMC Chair

The Interim Management Committee chairman of the University of Ghana Medical Center (UGMC) has assured Ghanaians that the hospital will not operate like Korle-Bu Teaching Hospital.

A section of Ghanaians expressed worry the Centre will eventually become like the nation’s premiere health facility with poor human relations among others.

However, speaking at the official opening of the UGMC Wednesday, 18 July 2018, Dr Anarfi Asamoa-Baah stated they have made efforts to establish a culture that is going to make the hospital patient-friendly and patient centered.

“In order to make sure that this doesn’t become a Korle-Bu, it doesn’t just depend on health workers,” the Executive Director, Health Technology and Pharmaceuticals at WHO said.

Dr. Asamoa-Baah added: “It is important that we have the right people at the top. It is important that we establish the right management. The biggest problem with the health sector is not just money, but it is also with management and leadership so we want to establish that here”.

He also called for the support of the public, saying that it is not just the work of the health authorities and the health workers, but it is also the work of the general public and how they help support the facility.

The opening comes after intense public pressure and the eventual arrest of a final-year Pharmacy student of the University of Ghana, Reginald Sakyi Brown for peacefully protesting the delays in opening  the facility.

Sakyi-Brown, who was on a campaign to have the  Centre opened for operation raised a placard bearing the inscription “Open UGMC Now” at a sod cutting event at the Korle-Bu Teaching Hospital being addressed by the first lady Rebecca Akufo-Addo.

The $217 million edifice had remained closed since its completion. A tussle between the University Authorities and the Ministry of health over who has the right to manage the facility  protracted the opening of the facility.

The 650-bed facility is the first of its kind in West Africa and second to only few hospitals in South Africa. The then Government secured a loan facility from Harpo Alim Bank of Israel for the project.

Meanwhile, Parliament has approved a 47 million Euro loan for the completion of phase two of the project. The phase two will equip the hospital with facilities such as a VIP maternity and private floor, Cardio-vascular and Open heart surgery unit and a neurosurgery unit.

Fishing Ban: Minority Bribing Us To Demonstrate – Fishermen

Fishermen at Chorkor and its environs in the Greater Accra Region, have accused the Minority in Parliament of bribing their colleague fisherfolk to demonstrate against government’s one-month ban on fishing.

The Ministry of Fisheries and Aquaculture imposed the ban on fishing effective August 7 to September 4 this year to help increase fish stock.

Some fisherfolk have kicked against the directive and have threatened to damn the consequences and fish during the closed season.

The Minority in Parliament led by former youth and sports Minister Nii Lante Vanderpuye, said on Tuesday, 17 July 2018 that if government does not rescind its decision, the Minority in solidarity with the fisherfolk will march to the Jubilee House.

But fishermen at Chorkor, who say they support the ban as one of the measures to curtail illegal fishing, have asked the Minority to stay out of their business because they did nothing to help them when they were in power.

Speaking at a press conference in Accra on Thursday, 18 July 2018, the spokesperson for the fishermen at Chorkor, Nii Klottey, said: “Yesterday, the Minority in Parliament raised an issue that we fishermen are backing them and they will go on a demonstration with us. It is not true, they are lying. They’ve been in power for eight years, ask them, which kind of support did they give to us fishermen? We went on demonstrations and they did not even listen to us when they were in power. Now somebody has come to power and the person says she is there for us 24/7 and now we are backing you for a demonstration?

“Yesterday a friend called me from Ada that they’ve brought money there to hire them to demonstrate against the minister, but we the fishermen at Chorkor and its environs say that we’re not in support but we’re supporting the decision of government and the minister. I don’t think even one month is enough because of the problems we are facing now.”

Ghana-Fest Slated For August 4 In New York

The ninth edition of the ‘Ghana National Parade & Festival’ is slated for August 4 at Crontona Park, Bronx, New York, according to organisers of the fun fair event.

The festival, which will welcome visitors to an open air display of Ghanaian culture, through food, music, dance, among others, with a theme ‘Celebrating Our Culture’ has become an annual attraction to New Yorkers and visitors of the city during the summer.

The event is also aimed at inspiring the socio-political involvement of Ghanaians in the USA while affording the opportunity to imbibe the Ghanaian culture.

The ‘Ghana National Parade & Festival’, a non-profit corporation founded in February 2008 by Samuel Aboah, is parade held annually to celebrate Ghanaian cultural heritage and bring together Ghanaian-Americans making positive contributions in the area of science, business, sports, entertainment, community service, among others.

The event is supported by Ghana Mission New York, National Commission for Ghanaian Associations, Ghana Chamber of Commerce, Ghana Ministers Followership International, Ghana Heritage Brooklyn and many others.

FIPAG Fights Film Directors Guild of Ghana

The Film Producers Association of Ghana (FIPAG) has withdrawn its support for activities of the Film Directors Guild of Ghana (FDGG) following a fallout with a member of the FDGG, Richard Boateng.

In a statement issued in Accra on Tuesday, the decision forms the reason why FIPAG boycotted a film summit organised by Mr Boateng.

According to the press statement, the decision is based on a number of reasons that have come to light following discussions held earlier by executive members of FIPAG on the summit and other matters.

The statement revealed that Mr Boateng and a few members of the FDGG travelled to India without revealing “a lot of crucial information” about the trip and summit to FIPAG.

FIPAG, in the statement, accused Mr Boateng of “staging a one-man show” as he was evidently the sole signatory of the awards presented.

It also revealed further that despite being funded by the sector ministry, Mr Boateng did not disclose that information to the members of FIPAG but insisted they finance their participation in the trip.

This made FIPAG to break away from the trip and stopped attending the pre-summit meetings.

The statement disclosed that the name ‘Gollywood’ which was unveiled by Mr Boateng was done without recourse to FIPAG.

“This is a name which has been discussed on the FIPAG members’ platform and is yet to be endorsed by other industry players,” the statement read.

“We condemn Mr Boateng’s announcement of ‘Gollywood’ as the name of the Ghanaian movie industry. We are not a party to any of the schemes of Mr Boateng and his FDGG,” the statement added.

IT IS DIFFICULT to compose a tribute for a person who has gone to the other world. It is more onerous to scribble same for two persons in the same boat. It is most strenuous to squiggle one for the two persons when they are both honourable and respectable people. But, we shall try; we shall essay. So, sail on!

Honourable J.H. Mensah passed away in the twilight of his life-aged almost 90. He had had his education at the University of Ghana between 1948 and 1954. He left for the London University to study and earned a specialization in Economic Theory and Development. He returned to Ghana to become a Research Fellow in Economics at the University of Ghana.

In 1958, J.H. Mensah joined the United Nations Secretariat at the Centre for Development Planning Projections and Policies in New York City. He came back to Ghana to head the Agency at the National Planning Commission. It was this Commission that drew and implemented Ghana’s Seven-Year Development Plans from 1962 to 1969. After the 1966 coup, the plan did not work again. In 1969, Mensah was elected into Parliament, later becoming the Finance Minister till the Busia government was overthrown in a military coup d’etat in 1972 by Ignatius Kutu Acheampong.

Between 1975 and 1978, Mensah was imprisoned by the National Redemption Council. He was one of the Parliamentarians of the Popular Front Party (PFP) who were in opposition to Dr. Limann’s People’s National Party (PNP). He was exiled after the Rawlings’s 1981 coup, and he stayed in the United Kingdom. He joined a group which was opposed to the Provisional National Defence Council (PNDC). He was on the African Advisory Council of the African Development Bank (AfDB) from 1993 till 1996 when he won the parliamentary seat in Sunyani East, for the New Patriotic Party. He was re-elected in 2000 and in Parliament, he was the Majority Leader, later giving way to Paapa Owusu-Ankomah while he became the Senior Minister.

J.H. Mensah has contributed immensely to the growth of democracy in Ghana. His debating prowess in Parliament aside, he contributed to the development of Constitutional Law-in the case of Mensah v Attorney General. It was remarkable that Mr. Mensah became the first JCR President of Legon Hall in the University of Ghana, and in private life, the proprietor of Banka Farms. May Mother Earth lie gently on him.

Professor Atukwei Okai has been described as an icon. Indeed, as a poet, he made a mark with his ‘Logorligi Logarithms’, ‘Rosimaya’, ‘Fontomfrom’, ‘Freedom Symphony’, and many more. He was also a cultural activist and academician. Born in March, 1941, Atukwei started schooling at Gambaga in the Northern Region where his father, a Ga, was the headmaster of a school. He later came to Accra High School for his Secondary education. At a time when rap music was not popular, Atukwei would string rap-words together in the streets and in corners.

His talent was recognized, and he was sent to Gorky Institute in the Soviet Union on scholarship in 1961. The coup of 1966 jolted his plans and he returned home in 1967. Apparently, he did receive a warm welcome. He recalls: “It was a most despondent time of my life. I was already a writer and broadcaster of some note before I went to the Soviet Union. It galled greatly that those of us that went to study in the former Eastern Bloc were tarred by the general suspicion attached to socialism in those days. We were not politicians and we did not get our scholarships on our political affiliations. We were Ghanaians with a passion to help build the country”.

He went back to the U.K. on a post-graduate scholarship for a Master of Philosophy degree in 1971 at the School of Slavonic and East European Studies in London.

On his return in 1971, he was engaged as a lecturer at the School of Modern Languages and taught Russian literature. That was where our destinies met, he as a lecturer, and I as a student, but as Douglas Coupland says: “We are all of us born with a letter inside us, and that only if we are true to ourselves, may we be allowed to read it before we die”.

I recall the enthusiasm of the class in his lectures on poetry, which he lived by and which he encouraged his students to emulate. Of course, like the Biblical ‘seeds’, (Matthew 13:4).

“And when he sowed, some seeds fell by the wayside, and the fowls of the air came and devoured them up; others fell upon the rock, and struck no root upon the rock; And others fell in the thorns; they choked the seed and the worm ate them. And others fell on good earth, and it sprang up, and bore good fruit”.

Atukwei was only 16 and a student at Accra High School when he became a member of the Ghana Association of Writers. This enabled him to rub shoulders with the celebrated arts scholars like Efua Sutherland, Michael Dei-Anang, Kofi Awoonor, Kwesi Brew, Krakye Denteh, Adali-Morty and Cameron Duodu.

Many of his early works were penned under the name, John Okai, and Professor Femi Osofisan of Nigeria observes that: “Okai was the first to try to take African poetry back to one of its primal origins, in percussion, by deliberately violating the syntax and lexicon of English, creating his own rhythms through startling phonetic innovations”. He was a champion of Pan Africanism.

He led a fulfilling life, and our sorrowful hearts go to mourn with his wife Beatrice and his five daughters. To these beautiful ladies we read his own composed dirge: “…So, let crying women cry And our sobbing men continue to sob; You are our fallen king, you are our fallen hero. So, Fare thee well You, legend of the Poetry Concerto. Rest in power, Einstein of this genre of our boast!”

There’ll Be No VAT Increment – Ofori-Atta Declares

The Finance Minister, Ken Ofori-Attah has promised that the government will not increase the Value Added Tax (VAT), contrary to earlier reports.

Presenting the 2018 mid-year budget review in Parliament on Thursday, the finance minister said the government would not increase the VAT rate despite some economic challenges.

“I wish to assure the House that VAT will not be increased, Ken Ofori-Atta declared.”

Ahead of the reading, there had been suggestions that there may be an increase in Value Added Tax (VAT) and National Health Insurance Levy (NHIL).

This was after a report by a pro-government newspaper, The New Statesman, suggested that VAT and NHIL may be increased from 17.5 percent to 21.5 percent.

Though the government tried to allay the fears that the reports sparked, some Ghanaians including the Minority caucus in Parliament said the introduction of new taxes could affect businesses and the cost of living.

At a press to present its review of the economy for the year, the Minority said it only sees tough times ahead for Ghanaians.

The Minority Spokesperson on Finance, Cassiel Ato Forson, predicted that the Finance Minister, Ken Ofori-Atta, would on Thursday announce a barrage of new taxes and reintroduce some old taxes scrapped in the 2017 budget, in his mid-year budget review.

However, Mr. Ofori Atta said the government would maintain the current VAT rate of 17.5 percent.

I Will Improve Hazard …New Chelsea Coach

New Chelsea boss, Maurizio Sarri says he wants to keep Eden Hazard at the club and “improve” the Belgium forward.

Hazard, who has been linked with Real Madrid, said last weekend “it might be time to discover something different” after six years at Stamford Bridge.

Sarri, speaking at a news conference on Wednesday, described Hazard as “one of the top two or three European players”.

The former Napoli boss said: “Hazard is a very high-level player. I hope that I will manage to improve him.”

Roberto Martinez, the Belgium manager, told Spanish radio recently that Hazard should consider leaving Chelsea to further his career.

The forward, for his part, responded to the Real Madrid reports by telling journalists last Saturday: “You know my preferred destination.

“I can decide if I want to stay or go but Chelsea will make the final decision – if they want to let me go.”

Sarri said he wanted to meet Hazard, who is away on holiday after representing Belgium at the World Cup.

“I would like to have fun during the week with him. This would mean very good results and mean we would have been very competitive during the season,” added the 59-year-old Italian.

Go On Explains Armwrestling Support

Two weeks from now, Accra will host the rest of the continent in this year’s Africa Armwrestling championship slated for the Accra Stadium.

And to Emelia Gyasi, deputy head of marketing at Twellium Industries, producers of Go On Energy Drink, there is no better way to rally support for team Ghana (Golden Arms) than pushing them in the forthcoming tourney.

She said “Our quest to support sports in the country remains unchanged, we are one of the key sponsors of the tournament, and after considering the ingredients in our new product-Go On, we deemed it fit to support the event.

“It was designed with sports personalities in mind, we realized it was fit for the tourney taking into account its high level energy efficiency. The support also goes to show the extent we want to go for Ghana sports, having supported disciplines like boxing, tennis, football etc.”

“We at Twellium, believe in supporting our own, hence the support for Golden Arms, we believe with the Go On, they will go on to make Ghana proud in the tournament.”

About 20 countries across Africa and over hundred armwrestlers are expected in the country for the championship scheduled from July 26 to 29.

Indications are that participating countries are gearing up for the 9th edition of the continental event.

‘Why Can’t We Help Gov’t?’ – Rawlings Rallies Opposition Support

Former President Jerry Rawlings has lamented the extent to which partisan politics has polarised the country and slowed down its development.

He said the situation does not allow for opposition party members to contribute to national development.

Speaking at a ceremony to commemorate the 100th birthday of the late celebrated anti-apartheid hero, Nelson Mandela, former President Rawlings called for an immediate change of such a system to enable the country to develop.

He explained how even in the National Democratic Congress (NDC) which he founded, members of the party consistently question his loyalty any time he tried to offer assistance to the governing New Patriotic Party (NPP) government.

“If we can help in any way from now, let us do so. If I have to say [something] to help this government, my people will be angry at me. I have tried and tried. We didn’t have to come this way. We fought hard, got it [the right system] back and turned the wheels the other way. But we [others] thought we will also gain from it materially as those against us did. Here we are,” Rawlings said.

Many other state personalities have bemoaned the situation in the country, blaming it for the country’s slow pace of development.

The situation is evident in the number of public projects that are abandoned when a new government takes over power from a previous one.

In most cases, the new government finds excuses to abandon the projects started by the previous government to enable them to start projects they promised in their campaigns.

The cycle has resulted in many abandoned national projects including health and educational facilities.

The Minority chief whip, Alhaji Muntaka Mubarak, recently expressed regret over the degeneration of parliamentary debates into partisan arguments.

According to him, such developments within parliament makes working in the house difficult.

Speaking on the maiden edition of Citi TV’s Face to Face with Godfred Akoto on Tuesday, Muntaka Mubarak, who is also the Member of Parliament for the Asawase constituency in the Ashanti Region, said although parliamentarians often agree on issues and take stance on matters based on the collective national interest, the house gets extremely divided in the few cases where debates take political turns.

Aduana Grab First Conf. Cup Win

This is Aduana’s first win in their group

Ghana champions Aduana Stars, yesterday defeated Congolese side AS Vita 2-1 to grab their first victory in the CAF Confederations Cup competition in Dormaa.

Early first half goals from strikers- Bright Adjei and Yahaya Mohammed ensured the Dormaa-based side was on course in the campaign.

Adjei first put Aduana ahead after a neat exchange with striking partner Yahaya in the 6th minute. Adjei was quick and brave enough to put the ball past on rushing Vita goalkeeper, Mudekereza Machuma; A collision which eventually resulted in Adjei taking an early shower.

Moments later, Yahaya doubled his side’s, having benefitted from a perfect Amankwah cross.

The visitors nonetheless pulled one back in the 26th minute with a delightful free kick through left back Ngondo Muzinga.

After the break, Vita threw more men in front for an equalizer but the Kenichi men proved resolute.

The two teams are locked on 4 points apiece with Vita on top with superior goal difference.

Aduana will travel next week to Congo as guests of Vita  to continue their Group stages campaign.

Investigate Glo Sponsorship …ABN Lawyer Petitions

Lawyer for ABN Marketing Consult, Bright O. Akwetey, has petitioned the Attorney General to consider undertaking a forensic investigation into the Glo Sponsorship deal with the Ghana Football Association (GFA) in 2008.

In a letter to the Attorney General, signed by lawyer Akwetey, it stated that ABN secured sponsorship for the football league and the Black Stars in 2008 for $24,000,000.

And per convention established by the GFA, any person who secured sponsorship for the GFA was entitled to a negotiated 15% of the sponsorship package as commission.

According to the legal practitioner, it was Abraham Boakye also referred to as One Man Supporter, Managing Director of ABN, who secured the sponsorship package.

However, the then GFA president, Kwesi Nyantakyi informed Boakye that the football clubs had refused to allow GFA to pay the money to ABN.

The letter added “Nyantakyi, who under another name, had  registered as director/shareholder of ABN, did not pay the negotiated 15% Agency fee to ABN and did not add same to the Premier league club’s share of the sponsorship either, but paid the amount to another company called Midsea which was unrelated to the original transaction.

“This case was tried at the High Court (Commercial Division) and Nyantakyi did not attend the trial for even one day, but managed to get one Kofi Nsiah, a former General Secretary of the GFA to tender some fake GFA documents at the trial.

“I did not receive the cooperation I expected from some GFA members who were mentioned in the minutes to unravel the fraud.

Tennis In Africa Clinic Rocks Tesano

A non-governmental organization known as the Tennis In Africa (TIA) has held a tennis clinic for young debutants at the Police Depot Tennis Facility, Tesano, Accra.

The event, held over the weekend aimed at introducing tennis to the youth within the Tesano community and beyond while showcasing the performance of TIA kids.

Patrons went through varieties of drills to improve specific aspects of their game including serving, return of serve, baseline rallying, approaching the net, aggressive base-liner and counter punching by Coach Yahaya Maccauley and Coach Charles Tetteh, who gave the newcomers a taste of tennis by putting them through mini drills such as ‘toss and catch’, swinging the racquet, body positioning etc.

International Tennis Federation (ITF) Level 2 Coaches; Yahaya Maccauley, Charles Tetteh and Ebenezer Otoo were the resource persons for the clinic.

Patience Kodua, a US-based social tennis player, tennis enthusiast, and CEO of TIA, said her outfit intends to make the event an annual affair saying,   “Tennis In Africa Inc hopes to make the sport of tennis accessible to all youth regardless of their economic circumstances.

“For some time now, Ghana’s tennis has taken a downward trend so the only way we can find a lasting solution is through these development pathways where players are given the opportunity to experience the best technical, physical and complete tennis training.”
She added “My focus is not only on tennis programming for the less privileged but also developing the literacy skills of youth, hence building a free community library at North Kaneshie.”
Saturday’s clinic was preceded by a reading workshop facilitated by Mrs Kodua.

Cedi Better Under Akufo-Addo Than In Mahama Era – Ofori-Atta

Finance Minister Ken Ofori-Atta has said the Ghana cedi performed better in the first 18 months of the Akufo-Addo-led government than it did in the four years of the Mahama government.

The cedi hit a record low in May and June this year touching GHS4.8250 to the dollar.

Presenting the mid-year budget review before parliament on Thursday, 19 July 2018, Mr Ofori-Atta said the depreciation of the cedi in the first six months of 2018 has been the best since 2012.

He said: “We have seen the cedi come under pressure primarily due to external pressures. In fact, aside from the strong volatility recorded this year, the average performance of the dollar has been one of the best in recent years.

“Mr Speaker, the performance of the Ghana cedi in the 18 months of the Akufo-Addo government has been impressive if compared to the last six years. These are the facts, the year-on-year depreciation of the Ghana cedi against the US dollar stood at 4.9% in 2017, it was 9.7% in 2016, it was 15.7% in 2015, it was 31.3% in 2014 and 70.5% in 2013.

“A further interrogation of data from the Bank of Ghana showed that the depreciation of the first-half, six months of 2018, has been the best since 2012. It is instructive to note that from January 2018 to June 2018, the depreciation of the Ghana cedi against the dollar was 2.4% as against 17.2% in 2012, 3.6% in 2016, 3.7% in 2017.

“If this is anything to go by, it means that the 2018 performance of the Ghana cedi is likely to be better than even the 4.9% we experienced in 2017 which was an all-time low compared to the four years of the Mahama administration.”

Ken Ofori Attah – Minister of Finance

The Minister of Finance Ken Ofori Attah is in Parliament to present a mid-year review of the 2018 budget.

For just one reason-taxes and how to meet revenue target- the mid-year review presentation has become a subject of great expectation, anxiety laced with the usual partisan political debates.

Minority claims of a VAT increase to be announced by the Minister have been deflated but the talk on the taxes is still high on the agenda.

As minority and majority MPs welcome the Minister to the floor of Parliament, with the usual chants of Yeee ye!!! Nooo No!!! and a possible placards exhibition, Myjoyonline.com will give updates of the figures, drama, the news and the analysis as presented by the Minister and the political economists.

The Finance Minister Ken Ofori Atta, in his usual white, appears on the floor with a bow; he is led by the head of the economic management team, and Vice President Dr Mahama Bawumia who is in a dark attire.

IMF Connection

In April 2015 the NDC government sought and received approval IMF to help redeem the economy. After one and a half year of the implementation of the IMF programme, this was what the IMF said;

The economic outlook was difficult. Growth outlook has weakened. Authorities must cut expenditure to meet revenue shortfalls.

The NPP inherited a distressed economy, but after one year of implementation of the same IMF programme, fiscal deficit declined.

Pleased to report in less than one-year collective effort of the country has yielded fruits.

The same IMF reported that the new government has;

Reduced Fiscal deficit from 9.2% in 2016 to 5.9%

Inflation reduced 16% in 2016 to 11.8% in 2018.

The government managed to pay 6 billion cedis of outstanding claims inherited. The regime has also invested in the future of the people and provided over 90,000 people access to education and improved future prospects of children.

We have supported over 200,000 farmers with fertilizers, given tax reliefs of 800m cedis to businesses through the withdrawal of nuisance taxes.

Pension funds of over 3m cedis have been transferred something the previous regime had been unable to do in seven years.

Stabilized the economy, invested in the people.

In 18 months the cedis has performed better than seven years of the previous administration.

Taxes

Last year we abolished numerous taxes. The economy has responded positively. We are not collecting as much as we should. The solution is not to impose many taxes. The wealthy must pay a fair share of taxes. Taxes should elicit socially desirable outcomes. There will be no increase in VAT as has been speculated.

We should stop taking directions on economic policies from social media. So the measures to meet fiscal deficit target to ensure that we exit IMF programe are as follows

We are converting the NHIS 2.5% to a straight levy of 2.5%; Converting GETFUND of 2.5% to the straight levy of 2.5%. VAT will thus be maintained at 12.5%. We are imposing a luxury vehicle tax. We are reviewing personal income tax of 10,000 cedis, intensifying compliance measures.

Updates on key policy and flagship projects and programmes

The vision is to accelerate growth and development in the country and not leave anyone behind

Planting for food and job program – 700m was allocated to the programme out of which 366m has been released to fund aspects of the programme. The programme received a boost in motorcycles distributed.

Infrastructure for poverty alleviation begins with the governing boards constituted.

IDIF

To date the Ministry of 781 expressions of interes 632 review and 332 identified for support. Cabinet has approved tax incentives. We have negotiated a number of banks. Government will subsize loans to these factories. Exim bank 237m to revamp, the

Government will continue with the implementation of Free Education. 362,000 are benefitting. 899 million has been released to fund the project. 96,000 desks beds, student mattresses have been provided.

I Feel Like A Prophet – Kufuor

Former President John Agyekum Kufuor

Former President John Agyekum Kufuor says he feels like a seer or a prophet for making a wise decision decades ago which has made Vodafone Ghana more stronger and buoyant in the Telecom industry.

According to him, the current standing of Vodafone ranked as the second biggest after Telecom giant MTN shows that government is still optimizing the good decision he took some ten years ago when he offloaded majority of government shares in the then Ghana Telecom.

This is the umpteenth time former President Kufuor has justified the decision he took under his regime concerning then Ghana Telecom now rebranded as Vodafone.

In 2014, he indicated that he’ll repeat that executive decision a hundred time if given the opportunity again.

Speaking at a ceremony to mark the 10th Anniversary of Vodafone Ghana, Former President Kufuor maintained that he made a wise decision years back.

“There was a lot of criticisms when a government I led decided to give the concession to Vodafone. Thankfully, within the past ten years, I believe that the step we took we have been vindicated such that now, as I sit here, I feel a bit like a seer, a prophet for deciding on Vodafone”.

TUC Holds Forum On Economy

THE GHANA Trade Union Congress (TUC) in collaboration with Friedrich Ebert Stiftung (FES) Ghana yesterday embarked on an industrial resolution forum to resolve industrial disputes and to discuss some challenges they face in the industry at the Mensvic Hotel in Accra.

The event, which was held under the theme “Industrial Dispute Resolution: The Law & Practice”, aimed at enhancing co-operation among members of the Union to find a positive approach towards efforts to minimize challenges that occur between the National Labour Commission and employers and also to discuss the way forward for the Union.

Lack of infrastructure and logistics, lack of funds from the government, part time commissioners and the inadequacy of human and financial resources were some of the challenges discussed at the forum.

In his speech, resident director of FES Ghana, Mr. Fritz Kopsieker, lamented over the lack of continuity in the leadership of the National Labour Commission (NLC) and conflicts that hinder the development of the industry in Ghana.

“We cannot develop Ghana with conflicts, and therefore there is the need to find possible solutions to the problems which exist between the NLC and workers” he stressed.

Executive Secretary of NLC, Mr. Ofosu Asamoah, said people who bring their cases to the NLC should be made to pay some amount of fees as charges, adding that it would generate income for the commission since lack of funds is a peculiar problem facing the NLC.

He disclosed that some people were ready to pay in order to get their cases solved.

“People are ready to pay. We have over 4,000 pending cases and from May 4, we have had about 228 cases. The work is big but the workers are small”, he added.

The forum saw in attendance a number of dignitaries consisting of the Secretary of Ghana Mines Commission, William Ankara, Chairman of NLC, Mr. Andy Asamoah, as well as executives and members of the NLC.

Ban On Fishing: Gov’t Is Not Wicked – Boateng

The Minister of Environment, Science, Technology and Innovation, Prof. Kwabena Frimpong Boateng has rejected accusations that the government is insensitive to the plight of fisher folks with the ban on fishing at sea.

Government announced a closed season for all fishing activities in the ocean as part of measures to improve the country’s dwindling fish stock.

The directive which kicks in next month has been met with fierce resistance from fisher folks across the country. Currently the nation’s fish stock is critically low prompting the move by government.

Anti-Human Trafficking NGO, Challenging Heights, in criticizing the directive warned that it will cause majority of affected fishermen to migrate to the Volta Lake as an alternative until the closed season is over, putting  pressure on the Volta Lake, increasing child trafficking prevalence in deprived communities along the coastal communities in the process.

“…Banning fishing in the coastal regions of Ghana will…present fertile grounds for fishermen to be forced to send their children to the Lake Volta for alternative fishing activities in keeping with the history of the trafficking of children to the Lake Volta.

“This opportunity for mass trafficking of children will undoubtedly erode the gains we have made in reducing the incidents of child trafficking in fishing,” cautioned the President of Challenging Heights, James Kofi Annan on July 18.

The Ghana National Canoe Fishermen Association on July 17 served notice it would go to court over the decision to close the sea for fishing for a month.

Speaking to Starr News, the Executive Secretary of the Ghana National Canoe Fishermen Association Nii Abio Kyerekuanda IV described the directive as unnecessary and that they would strongly challenge it in court.

According to him, the directive if allowed to stand would “inflict unnecessary gratuitous hardship on the fishermen and this is what we are going to accept.”

Reacting to the uproar that greeted the directive, Prof. Boateng called for calm, pointing out that the ban was to enable the country replenish its diminishing fish stock.

According to him, accusations that the government was being insensitive and overly wicked by the directive was misplaced, stressing it was imperative for such decision to be taken to protect aquatic life for sustainability.

“Bear with us. We are not a wicked government. We are really using science and technology to help fishermen. Maybe we didn’t start the education early enough. But the thing is that it will be good for us. We don’t want to deplete our fish stock and then Ghanaians have to travel all the way to Gambia or Senegal before they can get the fish that they need.

“So that’s the essence of the close season,” Prof. Boateng told journalists at the Koforidua Technical University at the opening ceremony of the 10th International Applied Research Conference and Technology Fair.

“I am pleading with the fishermen, we love you, we all have relatives who are involved in this trade, and just bear with us, two weeks to one month it will be over then we can all enjoy the fish,” he added.
